Have you anything OC'ed? If so take it off and run again. That includes both CPU/GPU. Mods sometimes aren't stable. Although I shouldn't think your system would have any issue with gmod. But some games just do't respond well to OC's.

Well, it's not your connection anyway :)

I guess its down to the mod itself. Sometimes they don't work as they should. Your CPU/system is fine. It's not that your hardware can't handle it. It can for sure. Just mods sometimes don't work on all systems. It's not as if they are tested with systems to ensure compatibility.

Try a fresh install of the stock game and mod. See if that helps.

I tried a fresh install and unsubscribed all my workshop items on steam, but i still get low fps and stutters. Can the stutters be caused by my hdd i'm running the game on my hdd.

Yes, for sure. If your HDD is at 100% usage, this is similar to what would happen. Easiest way to monitor that is with task manager.. Run a game, alt tab and view the disk usage.

I just tried and no, its not on 100 procent usage but i saw that it is using 40 procent of my ram. I'm now trying the game on my ssd.

EDIT: I just tried on my ssd but i still have 30 fps and stutters

Did you edit any files? Like .ini setup/config files for the mod?

No it can't, but if you find things 'feel' different or not as expected remember to return the setting to auto, or whatever is default.
